The Resident Technical Officer represents the consulting firm at the project site and is responsible for supervising construction activities to ensure compliance with approved designs, specifications, standards, and contract requirements. Key Responsibilities1. Site Supervision & InspectionMonitor day-to-day construction activities on site Ensure works are carried out according to approved drawings, specifications, and standards Identify construction defects and non-conformities 2. Quality ControlCheck workmanship and materials used on site Verify materials approvals, method statements, and shop drawings Ensure quality assurance and quality control (QA/QC) procedures are followed 3. Compliance & StandardsEnsure compliance with local authority regulations, codes, and safety standards Confirm contractor adherence to contract conditions and technical requirements 4. Coordination & CommunicationAct as the main technical link between: Consultant Contractor Client Attend site meetings and provide technical input Clarify drawings and resolve technical issues on site 5. Reporting & DocumentationPrepare daily/weekly/monthly site reports Record site observations, instructions, and non-conformance reports (NCRs) Maintain site records, inspections, and approvals 6. Progress MonitoringMonitor construction progress against approved schedules Report delays, risks, or deviations to the consultant/project manager Assist in verifying completed works for interim payments 7. Testing & Commissioning SupportWitness site tests and inspections Ensure corrective actions are implemented where required Support final inspections and handover activities 8. Health, Safety & Environment (Support Role)Observe and report unsafe practices on site Ensure works are carried out with due regard to HSE requirements (though not replacing the contractor’s HSE responsibility)
